Draft Minutes of East and West Beckham Parish Council
Meeting Held on Thursday 9th January 2025
Present.
Cllrs. R. McNeil Wilson, (chairman), D. Barrass, R. Batt, J. Dovey, G. Place. T.Toyn

The chairman opened the meeting at 7.00pm.
1. Apologies Cllr. Bob Lewis., County Cllr. E. Vardy
2. There were no declarations of interest
3. There were no Comments and Questions on the agenda from members of the public.
4. Dist. Cllr. C. Ringer
Cllr Ringer paid tribute to the late District Councillor Pierre Butikofer who died in December.
Consultations have begun to replace the County and District councils with a unitary Council for Norfolk.
Road safety. A public meeting is planned to discuss the speed limits on the A148. Details to be confirmed.
Cllr. Ringer is to contact Broadland Housing to inform them of the danger of workers cars being parked on the
Sheringham Road. This is on a difficult bend and when the sun is low in the sky it is impossible to see ahead.
County Cllr. E. Vardy. A written reports was received and is attached to these minutes.
5. The minutes of the meeting held on Thursday 14th November 2024. having been previously circulated, it was proposed by Cllr. Barrass that they be approved as correct. This was seconded by Cllr. Batt and carried.
6. There were no Matters arising from the Minutes.
7. Wheatsheaf. An email from the owner of the Wheatsheaf was read to the meeting stating that he was making a formal objection to the application to designate the Wheatsheaf as an Asset of Community Value (ACV). Over the past thirty years there have been many tenants putting in significant investments. All have had to cut their losses and admit defeat. The Wheatsheaf is now being run by a syndicate with the ambition of growing a viable and sustainable business.
Could the Parish Council indicate if any financial support could be made available.?
Cllr. Ringer pointed out that an ACV puts no burden in the parish council and if successful could be a material consideration in any future proposed change of use. The pub is an asset as it provides employment for local people. A survey could be taken to determine the opinions of the village.
It was unanimously agreed that a letter to the owner should be drafted and sent to all members for approval.
8. Horsey 3 Community Fund A committee is to be formed to bring forward detailed proposals to the council after further considerations of suitable projects for inclusion including the play equipment and the allotment.
The committee members will be David Barrass as chairman, Julia Dovey, Rosabelle Batt and John Stibbons.
The first meeting is to be arranged in early February.

The parish council supports this application.

Installation of ground mounted solar panels.
The parish council supports this application.
10. Bulletin. J. Dovey is to co-ordinate items for inclusion. Publication was suggested for May and November assuming this is suitable to Kathryn Lord. This to be confirmed.
This item will be included an future agenda.
11. Playing Field. It was noted that the gate, the seat and the kickboard will soon need replacing.

14. Matters for information only or for the next agenda.
The notice board on Sheringham Road has become unusable due to water ingress. A request for a replacement has been made to Broadland Housing as a good will gesture.
Prices for a replacement to be sought in the meantime.
The post with the timetable at the bus shelter has fallen down. NCC to be contacted,
The “Slow Down” signs on the A148, which should be activated by traffic entering the A148 from the Sheringham Road at Lodge Corner are not working. NCC Highways to be informed.
There being no further business the chairman closed the meeting at 8.49pm
The next meeting of Beckham Parish Council will be held on Thursday 13th March 2025
