Draft Minutes of East and West Beckham Parish Council
Meeting Held on Thursday 9th May 2024
Present.
Cllrs. D. Barrass, (chairman), R. Batt, G. Place, T. Toyn, J. Dovey,
County Cllr. E. Vardy, Dist. Cllr. Callum Ringer. J.Stibbons (clerk)
The meting opened at 7.20pm.
1. Apologies Cllrs, R. McNeil Wilson, R. Lewis, PC. J. Horton.
2. The clerk called for nominations for Chairman for the coming year.
It was proposed by D. Barrass that R. McNeil Wilson should continue as chairman.
This was seconded by J. Dovey and approved by the meeting.
It was proposed by G. Place that D. Barrass should be elected as Vice-chairman. This was seconded
by R. Batt and approved.
3. There were no declarations of interest.
4. The minutes of the meeting held on Thursday 14th March 2024 having been previously
circulated, it was proposed by J. Dovey that they be confirmed as an accurate record. This was
seconded by T. Toyn and approved by the members. The chairman then signed the minutes.
5. Matters arising from the Minutes. There was still no firm commitment from Broadland Housing
to replace the fence at the playing field. Ed. Mumford Smith has left Broadland Housing and is
replaced by Alf Williamson.
The meeting was thanked by T. Toyn on behalf of the Horticultural show committee for the donation.
An item in the next agenda will seek suggestions for articles to be included in the Bulletin.
6. There were no comments or questions on the agenda from members of the public.
7. Reports from County, District or Parish Councillors.
Disr. Cllr. C. Ringer. Work is to start on three sites for affordable housing, two at Beckham and one at Salthouse. It is proposed to name the Church Road site “Church Close” and the Sheringham road site after Charlotte Edwards, the first lady member of Beckham parish council and the wife of Sir George Edwards.
The donation be Bodham PC towards the solar panels for the village has not yet been agreed. Beckham PC is intending to match the Bodham donation.
Cllr. Ringer noted that the Wheatsheaf was not on the Parish Council website.
County Cllr. E. Vardy. Cllr. Vardy has a budget for trees or other environmental projects.
Traffic flow is being investigated for the round about at the top of Holway Road. This could be in place within twelve months.
The re-cycling centre is under discussion and could be replaced within a year. There will be a shop to re-sell items and the money will go to charity.
Cllr. Vardy will again raise the question of a speed limit at Lodge Corner.

8. Allotments. There are 26 plots. 16 are taken, 5 pending, 2 vacant and three at the top being cultivated by Mr. Green. Fees are £25 per plot.
9. Playing Field The shed is rotten and should be removed as it could be dangerous. It was suggested that it could possibly be removed by the Affordable Housing contractors when they were clearing the site.
10 Financial matters.

The Certificate of Exemption from full audit, the Accounting Statement and the Annual Governance Statement were approved by the members and signed by the chairman and clerk.
The following outstanding invoices were approved and cheques signed:-
NALC Subscription (£126.20) and web hosting (£70) £196.20
J. Stibbons Salary and expenses £664.60
HMRC PAYE £140.40
Felbeck Trust Donation £300
11. Grants.
As the grant to Felbeck Trust is usually made in May it was proposed by R. Batt that the sum of £300 – as last year – should be donated. This was seconded by J. Dovey and approved.
Horsey 3 Community Fund. Funds are over ten years with two application periods a year. The next application deadline is November. Funds are from £500 to £5000 and from £5000 to £25000.
This will be an agenda item for the next meeting to start discussions on a plan of what is required.
12. There was no correspondence
There being no further business the chairman closed the meeting at 8.35
